ACCESS INFORMATION IN THE SPECIFICATIONS DOCUMENTS CORRECTLY

This document covers the principles, responsibilities and QUALITY requirements generally applicable to all Civil Engineering Construction works. Many standard specification documents exist, examples of which are:

  • SABS Standardized Specification for Civil Engineering Construction (Series)
  • CSRA Standard Specifications for Road and Bridge Works 1987
  • Department of Water Affairs and Forestry Specifications DWS 2410 Landscaping etc.

Standard Specifications all cover the following topics:

• Scope

• Interpretations and definitions

• Materials

• Plant

• Construction

• Tolerances

• Inspections and Testing

• Measurement and Payment

From the above, it can be seen that the standard specifications assist the Engineer and the Contractor in defining the details of each work activity, what materials are required and what plant is to be used, the method of construction, what tolerances are allowed, how inspections and testing is to be done, and most importantly, how is the final product measured, what is included in item descriptions and numbers in the standard specifications will relate to the same in the Bill of Quantities. Therefore these documents must be read together to understand how to price the items in the BOQ. Without a thorough understanding of the standard specifications, it would be impossible to know what to include in the rate of an item.

This document gives the contractor a lot of information on the method and sequence of work to follow in order to complete an activity. This document covers the QUALITY ASPECTS OF THE CONTRACT.
